Project Description:

Under a two-year, $2 million contract for architecture and engineering (A&E) services for the Northern Uganda Development of Enhanced Local Governance, Infrastructure and Livelihoods (NUDEIL) activity, GPTech supports the USAID and NUDEIL efforts to strengthen the capacity of district government entities to plan, implement, operate, and maintain social infrastructure, thereby increasing the agency’s credibility with respective constituencies. Such support includes assisting district local governments in Northern Uganda—including Gulu, Kitgum, Nwoya, Lamwo, Omoro, Amuru, and Oyam—with planning, designing, and constructing small infrastructure projects that will improve the delivery of services in the education, transport, and water supply sectors.

NUDEIL was designed to serve as a catalyst for longer-term development by strengthening the capacity of district government entities to plan, implement, operate, and maintain social infrastructure. By increasing these capacities, district governments could improve service provision for their respective constituencies.

GPTech’s A&E technical expertise assists USAID in its oversight of construction design, build quality, procurement integrity, financial management, bid evaluation processes, and environmental compliance for the NUDEIL government to fovernment activity. GPTech was awarded a follow-on contract with a period of performance from September 1, 2022 to August 31, 2024.

Achievements: 

Year 1

  • Assessed the status of all planned infrastructure projects in all the seven District Local Governments (DLGs)

  • Analyzed critical design issues as a whole and advised USAID on designs

Year 2

  • Provided procurement support, construction management and quality assurance services, environmental compliance monitoring, capacity building, financial management services and operations & maintenance support to the DLGs.
