GPTech Awarded Contract to Further Private Sector Engagement in Sri Lanka’s Transport and Land Sectors

The Millennium Challenge Corporation (MCC) has awarded GPTech a contract to help catalyze private sector innovations to address Sri Lanka’s constraints in the transportation and land sectors. Under the Blanket Purchase Agreement (BPA) on “Public-Private Partnerships, Other Partnered Approaches, and Access to Finance,” GPTech’s second project will provide early-stage project scoping and due diligence regarding potential MCC funding for urban and rural projects in the transport and land sectors in Sri Lanka. GPTech will assess potential for PPPs and examine other partnering and funding approaches, such as the creation of an Innovation Challenge Facility (ICF). The PPP workstream will include: an initial screening of PPP projects, assessment of contract modality for PPPs, and PPP transaction advice. The ICF workstream will include an initial project screening and advice on design of partnered approaches that are more informal that PPPs. GPTech will implement this contract with its partners, Cardno Emerging Markets and Delphos International.
